SEARCHES:  The County Clerk and Staff will not conduct searches that are not authorized by statute.  The record search authorized by statute is Federal Tax Liens (Texas Property Code  14.004(d).
The Error & Omissions Insurance of the  County Clerk only covers actions of the County Clerk and her staff, which are statutorily required duties.  Therefore, it is in the best interest of the county, as well as the clerk individually, to refrain from performing any action (including records searches) which is not legally required.

Attorney General Opinion WW-607 (1959) Summary states: "The County Clerk has no duty to search the records under his control and guarantee the correctness thereof."

The Commissioner's Court meets in a voting session every 2nd and 4th Monday of the month (with the exception of some holidays) at 10:00 a.m. in the Commissioner's Courtroom on the 5th Floor of the Lubbock County Courthouse at 904 Broadway, Lubbock.     Duties of the District Clerk

    The Texas Constitution, Article 5, Section 9 – “There shall be a Clerk for the District Court of each county, who shall be elected by the qualified voters and who shall hold his office for four years.”

    The District Clerk provides support for the district courts and is the custodian of all court pleadings and papers that are part of any cause of action, civil or criminal, in all courts served by the Clerk.  The District Clerk’s duties also include indexing and securing all court records, collecting filing fees, handling funds held in litigation and money awarded to minors, and being the jury manager for the county.

    FUNCTION OF THE OFFICE:

    Lubbock County General Assistance is a public, tax-supported family agency established primarily to meet, on a temporary basis, the financial needs of the indigent families who are residents of Lubbock County.

    Casework services are offered to the needy for the purpose of assisting in rehabilitation of the client and/or his family members.

    The Agency's amounts of assistance are set by the County Commissioners Court which is solely responsible for all policies, requirements and changes.

    An advisory board assists the agency in recommending implementation of policies. The board is composed of seven Lubbock citizens appointed by the County Commissioners Court.

    The office Director is appointed by the County Commissioners Court.


    SERVICES PROVIDED:

    Rent: Our agency assists with payment for the current month's rent. The landlord must verbally agree to accept amounts offered by this office. We do not assist with deposits or pay any amount in arrears. Additional amounts are provided if rent includes utility services.

    Utilities: Payment on utility bills will be for the current month only. We do not assist with deposits. The utility services must be connected. Our agency does not pay telephone bills.

    Food: Before a client can apply for an emergency grocery order, he or she must provide proof from the Food Stamp office showing why they are not eligible for emergency food stamps. Our office cannot assist a client with emergency grocery orders more than once every six months.

    Cremations: The residency requirement does not apply to cremations. However, the deceased must have expired in Lubbock County to be considered for cremation assistance. If a Lubbock County resident expires outside of Lubbock County, our agency cannot commit for the expense of having the body transported back to Lubbock County. If another resource can pay the expense of transporting the body then our agency would be able to take an application to see if the client would qualify.

     

     


    QUALIFICATIONS


    Household must include either a totally disabled adult or a minor child and must have been without income for thirty days. Head of household must be at least 18 years of age or married, and provide proof that household has resided in Lubbock County for thirty days prior to applying for assistance.

    The Purpose of the Lubbock County Historical Commission

    The purpose of the LCHC shall be the identification, protection, and interpretation of the history of Lubbock County. These goals shall be accomplished through surveys of historical buildings and sites, Texas Historical Commission designations of historical buildings and sites, preservation of the County's heritage through written and oral history, and public education about the County's history.

    FUNCTION OF THE OFFICE:
    The Lubbock County Judicial Compliance Department assists the Lubbock County Criminal Courts-at-Law, Lubbock County District Courts and the Justice of the Peace with the collection of Court-ordered fines, court costs, and attorney fees. The Judicial Compliance Department will establish, based on a financial evaluation, payment agreements to satisfy the defendant's court-ordered obligation. If determined necessary, a community service agreement will be established in lieu of a payment agreement, in which the defendant will perform community service work for the designated facility to satisfy their obligation to the court. The Judicial Compliance Department establishes and monitors agreements for compliance with court orders until either the defendant satisfies the agreement or willfully refuses to comply.

    MISSION STATEMENT:
    It is the objective of the Lubbock County Judicial Compliance Department to enforce the collection of court ordered fines, court costs, and attorney fees as an extension of the Lubbock County Criminal Courts.
