Local Emergency Planning Committee (LEPC)
The Lubbock County Local Emergency Planning Committee (LEPC) is a non-profit community organization composed of city and school district officials, police and fire emergency response personnel, industry and environmental representatives, and interested citizens of Lubbock County. LEPC members work together to develop plans to educate, communicate, and protect our local community in case of a chemical release.
The purpose of the Lubbock County LEPC is to fulfill the mandate under the Emergency Planning and Community Right-To-Know Act of 1986 (EPCRA). A key role of the LEPC is to form partnerships with: local governments, communities, academia and industries as a resource for enhancing hazardous materials preparedness.
One of our major responsibilities is to receive the hazardous chemical inventories (Tier 2 forms) each year from fixed facilities in Lubbock County that use, store or manufacture hazardous chemicals and to provide that chemical information to the public to increase awareness and to promote preparedness activities.

The new Tier II online reporting system for Texas is now available. Detailed instructions for the new online reporting system, including gaining access and submitting reports, are posted on the TCEQ website. Beginning January 1, 2019, all Tier II reports submitted to the TCEQ will be done using the new online Tier II reporting system. The Tier II reporting program requires all reports to be submitted using the State of Texas Environmental Electronic Reporting System (STEERS)
